Who is Considered a Regulated Healthcare Professional in Ontario?

In Ontario, regulated healthcare professionals are individuals who are registered with a professional regulatory college governed by the Regulated Health Professions Act (RHPA). These colleges exist to ensure public safety and hold their members to a strict standard of clinical care, accountability, and ethical practice.

To be eligible to take injectable training courses and perform treatments like Botox®, dermal fillers, PRP, Sculptra®, or Radiesse®, you must be one of the following professionals.

Registered Practical Nurse (RPN)
Registered Nurse (RN)
Nurse Practitioner (NP)
Medical Doctor (MD)
Dentist (DDS or DMD)

These professionals are recognized by one of the following regulatory colleges.

College of Nurses of Ontario (CNO)
College of Physicians and Surgeons of Ontario (CPSO)
Royal College of Dental Surgeons of Ontario (RCDSO)

Each of these colleges outlines a scope of practice that includes (or allows for) the administration of injectable treatments when appropriate training and medical oversight (e.g. a medical directive) is in place.

Who is Not Considered a Regulated Healthcare Professional?

It’s just as important to know who does not qualify for injection training under Ontario law. Even if you’re highly experienced in the beauty or wellness space, you must meet regulatory requirements to legally inject.

Here are examples of professionals who are not eligible to train in cosmetic injectables unless they first obtain a regulated license.

Medical estheticians
Spa practitioners
Laser technicians
Makeup artists
Personal support workers (PSWs)
Holistic nutritionists or naturopaths
Skincare or product reps

While many of these individuals play crucial roles in a clinic setting, they are not legally permitted to inject Botox® or dermal fillers, and therefore, cannot register for neurotoxin or filler training in Ontario.

Complication recognition and management – Being able to identify and respond to issues like bruising, asymmetry, or more serious events such as tissue necrosis or allergic reactions
Medical directives and prescribing authority – Understanding when a directive is needed, and how to work under or write one legally within your scope of practice
Patient documentation and informed consent – Recording treatment plans, clinical observations, and patient outcomes clearly and in accordance with legal and ethical standards
Infection control and handling of medications – Ensuring sterile technique, proper storage, and administration of substances to maintain safety and prevent contamination

You also won’t have access to the oversight, mentorship, or continuing education needed to safely evolve your skills over time.
